Fire and Open-Flame Rules

Last updated: 2026-10-25

These rules govern the handling of fire at TON (the "Facility"), an accommodation facility operated by BUPPHA Inc. This page is an English-language reference; the Japanese version (火気取扱規則) prevails in case of any discrepancy.

Preamble

At the Facility, campfires and hand-held fireworks may be enjoyed outdoors. Campfires are made in the fire stand provided, at the fire spot in the front garden (free of charge). These rules are stipulated to ensure the safe handling of fire and to protect users and the neighborhood, and all users of the Facility are required to comply with them.

Article 1 (Scope of Application)

  1. These rules apply to use of the fire spot and fire stand, hand-held fireworks and any other open flame outdoors at the Facility (collectively, "fire equipment").
  2. Compliance with these rules forms part of the conditions of stay at the Facility. In the event of a violation, you may be asked to discontinue use.

Article 2 (Campfires)

  1. Campfires may be made only in the fire stand provided, at the brick fire spot in the front garden (the artificial-turf area).
  2. Do not move the fire stand off the bricks. The artificial turf melts from sparks and heat.
  3. There is no charge for campfires.
  4. Please bring your own firewood. Fire tongs and gloves are provided by the Facility. Bring firelighters or any other tools you need.
  5. You may cook over the fire. Please bring your own grill grate, skewers, pots and the like.
  6. Please refrain from taking indoor tableware (plates, cutlery, cookware and the like) outdoors.

Article 3 (Conditions of Use)

  1. Fire equipment may be used between 9:00 a.m. and 10:00 p.m. Finish putting the fire out by 10:00 p.m.
  2. Refrain from use in strong wind (as a guide, wind speeds of 5 m/s or more), when a dry-air or fire advisory has been issued, during thunderstorms, or whenever weather conditions deteriorate.
  3. An adult user must supervise the fire at close range at all times while it is in use.
  4. After use, always confirm that the fire is completely extinguished. How to confirm extinguishment is set out in Article 6.

Article 4 (Fuel and Ignition)

  1. Burn only firewood (wood free of paint and adhesives), charcoal and commercial firelighters. You may put a grill grate on the fire stand and have a BBQ.
  2. The use of liquid fuels such as gasoline, kerosene or alcohol for ignition is prohibited.
  3. Before lighting, check that there are no combustible materials (fallen leaves, cloth, etc.) nearby.
  4. While fire is in use, make sure you can get water immediately. There is a tap and a hose in the garden.

Article 5 (During Use)

  1. Keep all combustible materials at least 1 meter away from the fire stand.
  2. Clothing made of synthetic fibers (fleece, nylon, down, etc.) can melt or develop holes from sparks. Please use fire equipment with this in mind.
  3. Keep children and pets at a sufficient distance from the fire (as a guide, 2 meters or more) while it is in use. Use by children alone is prohibited.
  4. All users leaving the fire unattended at the same time is prohibited.
  5. Add only as much wood as fits in the fire stand, and keep the flames small.

Article 6 (Extinguishing and Cleanup)

  1. Before going to bed, going out or checking out, always confirm that the fire is completely extinguished.
  2. Once you have confirmed the embers are completely out (no steam, heat or glow), you may leave the embers and ash in the fire stand. The Facility takes care of them afterwards.
  3. Never put hot embers or ash into garbage bags, cardboard boxes or any other combustible container, or onto the artificial turf.
  4. When extinguishing with water, watch out for the sudden burst of steam and flying ash.
  5. Put the fire tongs and gloves back where you found them at the fire spot.

Article 7 (Fireworks)

  1. Fireworks are limited to hand-held fireworks, outdoors in the garden (not on the artificial turf).
  2. Rockets, aerial fireworks and any other fireworks that scatter or fall on the surroundings are prohibited.
  3. Always soak used fireworks in water until they are completely out. There is a tap and a hose in the garden.
  4. At night, enjoy them quietly out of consideration for the neighbors. Fireworks are prohibited after 10:00 p.m.

Article 8 (Smoking)

  1. The building is entirely non-smoking. Smoking is permitted outdoors only (on the wood deck and in the garden). This applies to all cigarettes, cigars, e-cigarettes and heated tobacco products.
  2. No ashtrays are provided. Bring a portable ashtray, and treat cigarette butts like any other fire — confirm they are completely extinguished.
  3. If smoking indoors is discovered, a special cleaning fee (¥50,000) will be charged.

Article 8-2 (Kerosene Fan Heater)

  1. The kerosene fan heater on the first floor is filled up before you arrive.
  2. If it runs out during your stay, please refill it from the 20-liter kerosene tank in the entrance.
  3. Turn the heater off and make sure the flame is out before refilling. Wipe up any spilled kerosene.
  4. Do not place clothing, bedding, paper or other flammable items in front of or around the heater.

Article 9 (Prohibited Acts)

Users shall not do any of the following when handling fire:

  1. Campfires anywhere other than the fire spot (including open fires on the ground, moving the fire stand and bringing your own fire stand)
  2. Using fire indoors, inside vehicles, on the wood deck, on the artificial turf or anywhere other than the places approved by the Facility
  3. Use outside the hours set out in Article 3, paragraph 1
  4. Using liquid fuels such as gasoline, kerosene or alcohol
  5. Burning garbage, plastics, painted or treated wood (including wood containing adhesives) or paper waste
  6. Leaving the fire unattended with no user present

  8. Handling of fire by children alone
  9. Use in strong wind, dry conditions, thunderstorms or other bad weather

Article 10 (Emergencies)

    1. Attempt to extinguish it promptly with water or a fire extinguisher. Fire extinguishers are located in the second-floor hallway, the kitchen and the sauna anteroom.
    2. If it is beyond control, evacuate to a safe place outdoors.
    3. Call the fire department (dial 119).
    4. Contact the Facility operator (email: contact@ton-nagano.com).
  2. For burns, cool the affected area under running water for at least 15 minutes and seek medical attention as needed. For serious burns, call an ambulance (dial 119).

Article 11 (Disclaimer)

  1. Use of fire equipment is at the user's own risk.
  2. The Facility accepts no liability for accidents, injuries, burns, or damage to clothing or belongings arising from violation of these rules, the user's carelessness or weather conditions, except in cases of intent or gross negligence by the Company.
  3. Where a violation of these rules causes damage to the facilities, equipment, neighboring houses or other property, the user shall bear the costs of restoration and compensation for the damage.
